When developers first started building Homeowners’ Associations, everyone agreed that having property shared by all owners was a good idea. But one question remained. “Who is going to take care of it?” Local government was not responsible because the land was privately owned. The developer would eventually sell all the homes and go on to build another project; they would not want to be responsible. That left the residents. Since they owned the shared property, they should have responsibility for its maintenance. The concept of an Association of owners was born. A Homeowners’ Association is an organization of residents. A buyer will automatically become a member with the purchase of a home within the development. As a member, the homeowner has a voice and vote in the Associations’ affairs. These votes are cast during Annual or Special Meetings of the general membership. The automatic membership Homeowners’ Association is an incorporated, non-profit organization operating under a recorded land agreement through which each lot owner in a described area is automatically a member. Each member is subject to a charge for proportionate share of expenses for maintenance of common property and support of other necessary activities of the organization.
The major responsibility of the Association is to protect the investment and enhance the value of the property owned by the members. Providing for the physical maintenance and operation of the shared property does this. The Association has other responsibilities too, such as enforcing the master regulations and architectural controls and setting up an effective communication system among members. To assure the homeowners of a well-run organization, a professional management firm has been retained as an integral part of the operation of the Association. The professional management staff will coordinate and supervise the maintenance, financial and architectural facets of the Association.

The following items need HOA Board approval before starting the project: Fences, Sheds, any other outdoor construction not currently part of the house.
Fees for the association are billed annually. This fee covers the common areas, ponds, landscaping, the pool, fountain, playground, and any physical structures that all owners can use.
Your property and lot. This includes any sidewalk repair and maintaining trees that are on your lot.

No trailers, campers, mobile homes, motor homes, buses, or trucks exceeding a 3/4-ton rating shall be permitted to be regularly parked upon
any Lot or on the street in front of any Lot or parked more than forty-eight (48)
hours except that any of such vehicles may be stored or parked in an enclosed
garage. It is further provided that any vehicles being used for the purpose of
construction or repair work upon any Lot or residence shall be permitted to park on
or in front of a Lot for a reasonable period of time necessary for such purpose. No
recreational vehicle, boat, or travel trailer shall be parked or stored on any Lot,
unless the same is in an enclosure or garage and completely out of view.
It is also illegal to park blocking a sidewalk. The homeowner could be liable if a person to walk around a blocked sidewalk and gets injured. The number to call to report a car illegally parked - 513-683-0538
The maintenance, keeping, boarding or raising of animals, livestock,
poultry or reptiles of any kind, regardless of number, is prohibited on any Lot, except
that the keeping of guide animals and orderly domestic pets (e.g., dogs, cats or caged
birds) is permitted. Such pets are not to be kept or maintained for commercial
purposes or for breeding. All animals must be kept within the Lot boundary and not
allowed to run unattended. There will be no outdoor kennels or dog runs permitted.
All Strays and vicious pets need to be reported to the Warren County Dog Warden at 513-695-1352.
